When you switch the cables is it necessary to put fluid back into them? Or can I get away with not doing it?

Don't you have to change the compression olive?

If they were sram the leavers can be used on either side so no need to take the cables out

Did some trail riding on holiday last week, trails were suuuper greasy and the brakes were the opposite of what I was used to. Not a good combination, spent a lot of time flying over the handlebars. Good thing Bali has soft dirt!

is it possible to change a hard tail bike frame to full suspension frame?

I am in the USA. I ride dirt bikes. Brake is on the right. Why are bicycles backward? I find it bizarre. Funny thing it just becomes automatic.
