Even medio March I recommend using studded tires for commuting. Geitmyrsvn-Colletts gt, 15 March 2013, Slippery surface, temperature -14 deg C. UPDATE- after reviewing the footage, I think his problem was not icy surface, but chain slipping on cassette or chain wheel. Luckily no injury!

As an Oslo cyclist myself, I am offended by people like him that squeeze past so tight on the right. Makes us all look bad. Yes, it's legal to get to the front of the queue... *when there is space*. Damn.
